I too often experience temperature changes and tingling and/or numbing sensations both during and after meditation. Occasionally this will also happen when I am completely relaxed. It’s as though my whole body were vibrating at a certain frequency. I haven’t had any experiences with static shocks, but I also tend to avoid contact with people for at least an hour after meditation. The location of your meditation could have some bearing on these sensations as well.
