Easily the UK. The US was more poser fake hairmetal shit.
Then again, we did have Sleep… I’d say the UK for the classics, but it was perfected in the US a couple decades later (with the music I enjoy)
Totally Australia, the Easybeats, Billy Thorpe and the Aztecs, Daddy Cool, the BeeGees, AC/DC, Cold Chisel, Midnight Oil, Sherbert, Ted Mulry Gang, Skyhooks, the great Aussie Crawl, the great Mondo Rock, Little River Band (Will Ferrel would agree), Rick Springfield, Nick Cave, INXS, Crowded House, the great Divinyls, Hunters and Collectors, Boom Crash Opera, the great Mental as Anything, the great Icehouse, Noiseworks, the great 1927, the Black Sorrows, Hoodoo Gurus, the Chantoozies, the great Paul Kelly, the great Screaming Jets, Tumbleweed, the Super Jesus, Regurgitator, the great Powderfinger, Something for Kate, the great Living End, Ratcat, the Whitlams, the great Frenzal Rhomb, Pollyanna, Spiderbait, Silverchair, Wolfmother, Grinspoon, John Butler Trio. (“the greats” are my personal favs) disclaimer, a few are a little more poppy than rocky but most are rock.
Never Mind the Bollocks will always be my favourite album ever. I never really listen to it these days but the impact it had on me when I first heard it was more than any other album.

that said, i’d say the uk shades the us for me. while the us has produced some epic bands (tool’s american after all!), you can’t discredit the beatles, led zeppelin, the who, etc. even modern bands like radiohead and porcupine tree are looking to push the envelope with their music.
